StartupDEX describes a three-step model under the line "Ideas Are Value": register a project, have tokens generated automatically from the stated funding requirement without technical work by the project owner, and — after approval — list on the platform's exchange where investors evaluate and trade it.

The site states that individuals, teams and companies can all register, and publishes counters for total projects, listed projects, members and 24-hour volume, with a live ticker of listed project prices. These are the platform's own figures.
